During the address, the President asks that small business owners and employees give us their comments and questions on the report. What are your experiences with health care as somebody involved in small business, and what are your thoughts and questions on the new CEA report in light of those experiences?

Listing off several specific changes he intends to bring, he describes his guiding principle: "To help build a new foundation for the 21st century, we need to reform our government so that it is more efficient, more transparent, and more creative. That will demand new thinking and a new sense of responsibility for every dollar that is spent."

With the process of going through the budget line by line in full swing, the President uses his Weekly Address to give some examples, big and small, of how the Administration is working to cut costs and eliminate waste. The President also announces two new key appointments, Jeffrey Zients as Chief Performance Officer and Aneesh Chopra as Chief Technology Officer, who will be invaluable in streamlining the way government functions through efficiency and innovation.

Recapping his trip, though, it is clear just how much opportunity lies in reshaping America’s relationships around the world. On everything from turning our economy around -- which shed hundreds of thousands more jobs last month -- to ending the threat of nuclear arms, "The only way forward is through shared and persistent efforts to combat fear and want wherever they exist."

Obama said his plan would provide jobs in the short term and would stimulate long-term economic growth by upgrading classroom technology, making public buildings more energy-efficient and reforming the health care system.

"[T]his plan must be designed in a new way — we can't just fall into the old Washington habit of throwing money at the problem. We must make strategic investments that will serve as a down payment on our long-term economic future," he said. "We must demand vigorous oversight and strict accountability for achieving results. And we must restore fiscal responsibility and make the tough choices so that as the economy recovers, the deficit starts to come down."
